On May 8, 2025, the Prime Minister issued Official Dispatch No. 58/CD-TTg to ministries, sectors, and localities regarding the organization of the 2025 high school graduation examination and the admission process for general education.
The Official Dispatch clearly states: The 2025 high school graduation examination is unique compared to previous years: It is the first year of organizing the High School Graduation Examination (referred to as the Examination) and the admission process for general education (referred to as Admission) under the 2018 General Education Program, with numerous innovations. The examination is held in the context of the entire country rearranging and organizing the local government apparatus at two levels and restructuring the inspection agency system; a higher number of candidates; organized for both students studying under the 2018 General Education Program and students under the 2006 General Education Program. Meanwhile, the use of high-tech devices for cheating in the Examination has become increasingly sophisticated and complex.
To ensure the Examination and Admission process are conducted safely, seriously, carefully, smoothly, objectively, reliably, and with high social consensus, the Prime Minister requests:
1. Ministries, sectors, and localities, based on their functions, tasks, and authority, shall focus on synchronously and effectively implementing tasks and solutions for organizing the Examination and Admission process; strictly comply with Directive No. 37/CT-TTg dated October 7, 2024, of the Prime Minister on strengthening the direction, coordination, and organization of the high school graduation examination and university, vocational education admission in 2025; emphasize responsibility, be thorough in direction, meticulous in organization and implementation, creating the most favorable conditions for candidates, families, and educational institutions.
2. It is recommended that the Secretaries of Provincial Party Committees, City Party Committees, and the Chairpersons of People’s Committees of provinces and centrally-run cities:
a) Take overall responsibility for the preparation and organization of the Examination and Admission process in their localities; issue local implementation plans, specifying tasks according to the principle of six clarities: “clear person, clear task, clear responsibility, clear authority, clear time, clear result,” linked to the national roadmap for implementing the Party and State’s policy on the reorganization of local government at two levels.
b) Direct local Party Committees, governments, and relevant organizations to effectively coordinate with the education sector, thoroughly prepare necessary conditions, and have contingency plans for any unexpected situations, ensuring no stage of the Examination and Admission process lacks strict management, supervision, and accountability.
c) Direct provincial inspectorates to promptly develop plans for inspection and supervision at all stages, especially in the assignment of responsibilities of organizations and individuals involved, ensuring no impact on the operations of relevant agencies and units in organizing the Examination and Admission process.
3. The Ministry of Education and Training shall lead, in coordination with ministries, agencies, and localities:
a) Continue to review guiding documents and organizational activities of the Examination to provide specific and detailed guidance for localities and educational institutions, ensuring they align with the actual situation in the context of streamlining the organizational apparatus; assign specific tasks, with clear responsibilities, clear persons, clear tasks, clear authority, clear time, and clear results for all stages and tasks throughout the organization process.
b) Monitor the situation closely, proactively grasp the situation, and promptly resolve difficulties and obstacles for localities in issues arising during the Examination and Admission process.
c) Continue to review and promptly direct and guide localities to have plans for inspection of preparation and organization, focusing on stages with potential risks of negativity, cheating, and safety issues in the Examination and Admission process.
d) Carefully review all stages, steps, and tasks in the 2025 high school graduation examination question preparation to ensure absolute accuracy, safety, and appropriate differentiation.
e) Actively coordinate with the Central Propaganda and Education Commission and the Central Mass Mobilization Commission to effectively carry out communication work with the spirit of providing accurate, complete, objective, and timely information so that parents, students, and society understand and achieve high consensus in organizing the Examination.
4. The Ministry of Public Security shall develop specific plans, direct professional units to coordinate with the education sector to ensure security, safety, consistency, and smooth operation from the central to local levels; strengthen situation monitoring, prevention, detection, and handling of law violations related to the Examination.
5. The Government Inspectorate shall closely coordinate with the Ministry of Education and Training to direct and guide localities and relevant agencies on inspection work, ensuring compliance with regulations, facilitating the preparation and organization of the Examination.
6. The Ministry of Health shall develop plans, solutions, and specific guidance on coordination for organizing the Examination, ensuring consistency, smoothness from the central to local levels in environmental hygiene, food safety, preparation of human resources, materials, and medical equipment to serve the examination, treatment for students, staff, and teachers participating in the organization of the Examination.
7. The Central Committee of the Ho Chi Minh Communist Youth Union is requested to direct all levels of the Youth Union to support candidates, their families, and ensure order and safety during the Examination.
8. Ministries, relevant agencies, and localities, according to their functions, tasks, and authority, shall closely coordinate with the education sector to ensure the Examination is organized with quality, safety, seriousness, and in accordance with examination regulations.
9. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch, promptly coordinating closely with the Ministry of Education and Training to report to the Prime Minister on issues arising beyond its authority as regulated.
