Prof. Huỳnh Văn Chương, Director of the Department of Quality Management (Ministry of Education and Training), emphasized six important new points that candidates need to pay special attention to.
Examination papers printed on A3 instead of A4
One of the most noticeable changes is that exam papers will be printed on A3 paper instead of A4 as in previous years. This regulation aims to address the issue of exam papers being 4–5 pages of A4, causing difficulties in copying and posing risks of missing pages. Switching to A3 will facilitate printing, reduce the number of pages, and minimize unexpected incidents, ensuring the confidentiality and security of the exam papers.
Number of printed exam papers exactly equals the number of candidates in each room
Unlike 2024, when each packet of multiple-choice papers had to include all 24 coded versions, in 2025 the number of exam papers will be printed exactly according to the number of candidates in each examination room. For example, if a room has 10 candidates taking the Physics exam, only codes 01 through 10 will be printed, possibly combined on a single A3 sheet (double‐sided). This regulation helps optimize exam paper management and ensure transparency.
Separate regulations on reporting time for candidates taking combined exams
For combined exams (Natural Sciences/Social Sciences), the reporting time regulations differ clearly between two groups of candidates:
– Candidates under the 2006 General Education Program: Only those taking the 2nd or 3rd subject in the optional/combined exam must be present 10 minutes before the scheduled time of that particular subject.
– Candidates under the 2018 General Education Program (new): Must be present from the beginning of the exam session and wait in the holding room before entering the examination room.
Break time between component subjects
The break time between component subjects in the optional/combined exam is also specified:
– For candidates under the old program (2006): The break time is 10 minutes.
– For candidates under the new General Education Program (2018): The break time is 15 minutes.
Atlas of Geography prohibited for new‐program candidates
This is an extremely important point that candidates must pay special attention to in order to avoid violating regulations:
– Candidates under the 2006 General Education Program: Still allowed to bring the Vietnam Atlas of Geography into the exam room.
– Candidates under the 2018 General Education Program: Not allowed to bring the Vietnam Atlas of Geography into the exam room.
Regulations on exam‐paper bags and handling of surplus exam papers
The method of managing exam papers and handling surplus papers also differs clearly:
– Exam‐paper bags: For optional/combined exams (Natural Sciences/Social Sciences), candidates under the 2006 General Education Program: Each subject will have its own exam‐paper bag. For those under the 2018 General Education Program: Each exam session will have one exam‐paper bag. For the optional (combined) exam session there will be two exam‐paper bags (one for the component subjects and one for the common answer sheet).
– Handling surplus exam papers: In the examination room for candidates under the 2006 General Education Program: The secretary will collect and store them in the Examination Council room; In the examination room for candidates under the 2018 General Education Program: The invigilator is responsible for safekeeping them immediately within the exam room itself.
The 2025 high school graduation exam will take place on June 26 and 27. To ensure absolute fairness for all candidates, especially those following the 2006 Program, the Ministry of Education and Training will organize two separate exam papers for the two different programs. At the same time, candidates under the 2006 Program will be assigned to separate exam locations to facilitate administration.
With these important changes, exam candidates should pay close attention and thoroughly review the new regulations from the Ministry of Education and Training in order to enter the exam with confidence and achieve the best possible results.
