The Party Committee of the Academy of Finance attended the national online conference to disseminate and implement four Resolutions of the Politburo

On the morning of September 16, 2025, at three venues: A1 Hall, Hall 700 (No. 58 Le Van Hien), and Hall 304C (Hoa Lac campus), the Party Committee of the Academy of Finance attended the national online conference to thoroughly grasp and implement four Resolutions of the Politburo: Resolution No. 59-NQ/TW on international integration in the new context; Resolution No. 70-NQ/TW on ensuring national energy security to 2030 with a vision to 2045; Resolution No. 71-NQ/TW on breakthrough development in education and training; and Resolution No. 72-NQ/TW on breakthrough solutions to strengthen the protection and care of the people’s health.

General Secretary To Lam; State President Luong Cuong; Prime Minister Pham Minh Chinh; and Chairman of the National Assembly Tran Thanh Man, together with other delegates, attended the conference at the main venue—Dien Hong Hall, National Assembly House.

At the A1 Hall site, participants included staff and Party members from the Faculty of Accounting, the Faculty of Corporate Finance, and the Faculty of Economics. Comrade Luong Quang Hien—Member of the Executive Committee of the HVTC Party Committee and Chief of the Party Committee Office—oversaw and chaired the site.

At the 304C Hall site (Hoa Lac campus), attendees included all staff and Party members studying and working at the Hoa Lac campus. Comrade Nguyen Le Cuong—Member of the Standing Committee and Head of the Organization and Personnel Department—oversaw and chaired the site.

The national online conference to thoroughly disseminate and implement four Resolutions of the Politburo—Resolution No. 59-NQ/TW on international integration in the new context; Resolution No. 70-NQ/TW on ensuring national energy security to 2030 with a vision to 2045; Resolution No. 71-NQ/TW on breakthrough development in education and training; and Resolution No. 72-NQ/TW on breakthrough solutions to strengthen the protection and care of the people’s health—was organized in a hybrid format (in-person combined with online), connecting sites at the central, provincial, and commune levels, as well as agencies and units of military regions, services, and corps nationwide, with more than 1.2 million delegates attending.

This was a highly important conference aimed at thoroughly communicating and rigorously implementing the four Resolutions of the Politburo to central Party commissions, ministries and sectors; provincial and municipal Party committees and Party committees under the Central Committee; Party organizations at all levels, agencies, organizations, cadres, Party members, and those working in external affairs, energy, education and training, and health. The dissemination and implementation of the four Resolutions were carried out methodically, scientifically, and with high quality, fostering unity within the Party and consensus among the people, thereby raising awareness, responsibility, political determination, and the spirit of self-discipline and exemplarity among Party committees and organizations at all levels, agencies, organizations, cadres, Party members, and the contingents working in external affairs, energy, education and training, and health, in line with the functions, tasks, and practical conditions of each locality, agency, and unit.

At the Conference, delegates heard Prime Minister Pham Minh Chinh present the topic: “Core contents of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthrough development in education and training, and the Action Program for implementing Resolution No. 71-NQ/TW.” In his presentation, the Prime Minister noted that, alongside the decisions set out in the Politburo’s resolutions and in line with the Party and State’s view that education is a top national policy determining the nation’s future, Resolution 71 holds particularly important, strategic significance. It is designed to deliver a strategic breakthrough in developing high-quality human resources, as part of comprehensive breakthroughs across sectors to help our country advance firmly into an era of prosperous, civilized, and happy development, standing shoulder to shoulder with the world’s leading powers.

The Prime Minister focused on four main groups of contents: (1) an overview of the current situation and the necessity of issuing the Resolution; (2) the core contents of Resolution 71; (3) the Action Program to implement Resolution 71 (issued under Government Resolution No. 281/NQ-CP dated September 15, 2025); and (4) organization of implementation.

Deputy Prime Minister Le Thanh Long delivered a thematic presentation at the Conference

Also at the conference, Deputy Prime Minister Le Thanh Long presented the topic: “Core contents of Resolution No. 72-NQ/TW dated September 8, 2025 of the Politburo on breakthrough solutions to strengthen the protection, care, and improvement of the people’s health, and the Action Program for implementing Resolution No. 72-NQ/TW.” He focused on four main groups of contents: the current situation and the necessity of issuing the Resolution; the key contents of Resolution No. 72-NQ/TW; the main contents of the Government’s Action Program to implement the Resolution; and the organization of implementation.

Acting Minister of Foreign Affairs Le Hoai Trung delivered a thematic presentation at the Conference.

Acting Minister of Foreign Affairs Le Hoai Trung presented the topic: “Core contents of Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new context, and the Action Program for implementing Resolution No. 59-NQ/TW.” Resolution No. 59-NQ/TW is considered a historic turning point in the process of international integration. Reporting the main contents of the Resolution, Acting Minister Le Hoai Trung stated that it sets out five guiding principles on international integration. These principles were mentioned in previous resolutions, but in Resolution No. 59-NQ/TW certain principles are reaffirmed to underscore that they are consistent, overarching positions of the Party throughout the process of renovation and integration.

Also at the Conference, Head of the Central Commission for Policy and Strategy Nguyen Thanh Nghi presented the topic: “Core contents of Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security to 2030, with a vision to 2045, and the Action Program for implementing Resolution No. 70-NQ/TW.”

According to him, Resolution 70 comprises five groups of guiding principles; target groups through 2030 with a vision to 2045; and seven major groups of tasks and solutions. Regarding the targets to 2030, the Resolution aims to ensure adequate supply, modernize the power system, accelerate renewable energy, secure sufficient supplies of petroleum and LNG, and improve efficiency while reducing emissions. By 2045, it envisions a sustainable, smart, competitive, and modern energy sector on par with global standards.

On tasks and solutions, Mr. Nguyen Thanh Nghi emphasized strengthening the Party’s leadership, the State’s management, and the participation of the entire political system and the people in ensuring energy security. At the same time, he called for promoting a direct power purchase mechanism between generators and consumers to help ensure sustainable energy security, and for completing institutions and policies so they become a competitive advantage, a solid foundation, and a powerful driver for energy development.

General Secretary To Lam delivered directive remarks at the Conference

In his address, General Secretary To Lam emphasized that the four Resolutions of the Politburo—Resolution No. 59-NQ/TW on international integration in the new context; Resolution No. 70-NQ/TW on ensuring national energy security to 2030 with a vision to 2045; Resolution No. 71-NQ/TW on breakthrough development in education and training; and Resolution No. 72-NQ/TW on breakthrough solutions to strengthen the protection and care of the people’s health—must be implemented resolutely and synchronously. Doing so will add new drivers and create powerful momentum for breakthroughs, enabling us to successfully achieve strategic goals and make our country ever more prosperous and civilized, with our people increasingly happy.

The General Secretary called on the entire political system; Party committees at all levels; authorities; the Vietnam Fatherland Front and mass organizations; as well as the business community, diplomats, the intelligentsia, teachers, physicians, workers, farmers, and youth nationwide to unite and join hands in implementation. Each person should take on a concrete task and deliver concrete results each day—with perseverance, endurance, method, discipline, and creativity. Let the spirit of the Resolutions launched today permeate every level and sector, every segment of society—down to each ward and commune, village and hamlet; into every classroom, workshop, field, household, and individual—turning aspirations into action, action into results, and results into renewed confidence.
